(B) A PERSON COMMITS THE OFFENSE OF THEFT WHEN THAT PERSON
WILLFULLY OR KNOWINGLY OBTAINS OR EXERTS UNAUTHORIZED CONTROL OVER
MORE THAN ONE NEWSPAPER NEWSPAPERS WITH THE INTENT TO PREVENT OTHER
INDIVIDUALS FROM READING THE NEWSPAPERS.
(C) A PERSON WHO VIOLATES THIS SECTION IS GUILTY OF A MISDEMEANOR
AND ON CONVICTION IS SUBJECT TO A FINE OF NOT MORE THAN $500 OR
IMPRISONMENT FOR NOT MORE THAN 18 MONTHS 60 DAYS OR BOTH.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act may not be
interpreted to preclude prosecution for this offense under Article 27, § 342 of the Code.
SECTION 3 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1; 1994.

AN ACT concerning
Retired Law Enforcement Officers - Handguns - Exemption from Fees
FOR the purpose of prohibiting the Superintendent of the Maryland State Police from
charging a retired law enforcement officer of the State or of a county or a
municipality of the State more than a certain amount a fee for a permit to carry a
handgun or for a renewal or subsequent application for a handgun permit; and
generally relating to permits to carry handguns.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 27 - Crimes and Punishments
36E.
(b) (1) Except as provided in paragraph (2) of this subsection, the
Superintendent may charge a nonrefundable fee not to exceed $75 for an initial
application, $50 for a renewal or subsequent application, and $10 for a duplicate or
modified permit payable at the time an application is filed. The fee may be paid with a
personal check, business check, certified check, or money order.
