(2) One member shall be a student in good academic standing at the
University who:

(i) Is at least 18 years old; and

(ii) Has the qualifications required to be student body president.

(d)     (1) Except for the student member, each member serves for a term of 6
years and until a successor is appointed and qualifies. The terms are staggered as
required by the terms of the members serving on July 1, 1978.

(2)     The student member serves for a term of 1 year and until a successor is
appointed and qualifies.

(3)     A member appointed to fill a vacancy in an unexpired term serves only
for the remainder of that term and until a successor is appointed and qualifies.

(e)      Each member of the Board:

(1)     Serves without compensation; and

(2)      Is entitled to reimbursement for expenses in accordance with the
Standard State Travel Regulations.

14-104.

(a)      In addition to any other powers granted and duties imposed by this subtitle,
and subject to the provisions of Title 11 of this article and any other restrictions
EXPRESSLY imposed by law or by any trust agreement involving a pledge of property or
money, the Board of Regents [has]:

(1)      IS RESPONSIBLE FOR THE GOVERNANCE MANAGEMENT OF
MORGAN STATE UNIVERSITY AND HAS ALL THE POWERS, RIGHTS, AND PRIVILEGES
THAT GO WITH THAT RESPONSIBILITY, INCLUDING the powers and duties set forth in
this section;

(2)      MAY NOT BE SUPERSEDED IN ITS AUTHORITY BY ANY OTHER STATE
AGENCY OR OFFICE IN GOVERNING MANAGING THE AFFAIRS OF MORGAN STATE
UNIVERSITY EXCEPT WHERE MORGAN STATE UNIVERSITY IS EXPRESSLY NAMED
AND PROVIDED FOR IN THIS ARTICLE OR ANY OTHER PROVISION OF LAW, OR WITH
THE CONCURRENCE OF THE BOARD; AND
; AND

(3)      SHALL HAVE ALL THE POWERS OF A MARYLAND CORPORATION
WHICH ARE NOT EXPRESSLY LIMITED BY LAW.

(b)     (1) The Board of Regents may adopt rules and regulations not inconsistent
with law for the [government and management] GOVERNANCE of Morgan State
University.

(2) SUBJECT TO TITLE 10, SUBTITLE 5 OF THE STATE GOVERNMENT
ARTICLE ("OPEN MEETINGS"), THE BOARD MAY ADOPT RULES AND REGULATIONS
AND PRESCRIBE POLICIES AND PROCEDURES FOR THE MANAGEMENT,
MAINTENANCE, OPERATION, AND CONTROL OF THE UNIVERSITY.
