compliance with a certain earnings withholding order; establishing certain penalties;
clarifying that certain inmate earnings must be collected by the Department of
Public Safety and Correctional Services; requiring certain persons to make
restitution payments while under mandatory supervision as a condition of
mandatory supervision; requiring the State Lottery Agency to honor lottery prize
interception requests in a certain order;' requiring the central collection unit to
deliver the net proceeds of restitution payments that are collected by the unit to the
Division of Parole and Probation to be forwarded to certain persons; providing that
in certain restitution hearings certain written statements or bills shall be prima facie
evidence that the amount indicated in the statements or bills represents a fair,
reasonable, and necessary and reasonable charge for the services or materials
provided; establishing that the burden of providing otherwise is on the person
challenging the statements or bills; providing that payment of income tax refunds is
subject to tax refund interception; making certain clarifying and stylistic changes;
and generally relating to the collection and enforcement of orders of restitution.
