Ch. 457

Preamble

WHEREAS, It is in the best interests of the State of Maryland that State-owned
aviation facilities, most importantly, Baltimore/Washington International Airport (BWI),
be managed and operated in the most efficient and effective manner possible; and

WHEREAS, The Governor appointed the BWI Advisory Committee and
requested that the Committee of business leaders and legislators evaluate alternative
governance structures for BWI; and

WHEREAS, In November 1993, the Committee concluded that the most logical
and appropriate way to enhance BWI is to create a private sector oriented commission
similar to the Maryland Port Commission that would guide the Maryland Aviation
Administration in its development and operation of BWI; and

WHEREAS, It is the intent of this Administration and the General Assembly by
enactment of this legislation to further strengthen and enhance Maryland's State-owned
airports and their resulting benefits for all of the citizens of Maryland; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Transportation

2-102.

(c) (1) With the approval of the Governor, the Secretary shall appoint a deputy
secretary who has the duties provided by law or delegated by the Secretary.

(2)     The deputy secretary is the acting secretary during periods when the
Secretary is absent or disabled.

(3)     The deputy secretary serves at the pleasure of the Secretary and is
entitled to the salary provided in the State budget.

(4)     The deputy secretary shall serve as acting chairman of the Maryland
Transportation Authority, ACTING CHAIRMAN OF THE MARYLAND AVIATION
COMMISSION, and acting chairman of the Maryland Port Commission during periods
when the Secretary is absent or disabled.

5-101.

(a)     In this title the following words have the meanings indicated.

(b)     "Administration" means the Maryland Aviation Administration.

(C)    "COMMISSION" MEANS THE MARYLAND AVIATION COMMISSION.

[(c)] (D) ["Administrator"] "EXECUTIVE DIRECTOR" means the [Maryland
Aviation Administrator] EXECUTIVE DIRECTOR OF THE MARYLAND AVIATION
ADMINISTRATION.

[(d)](E) (1) "Aeronautics" means the science and art of flight.
