AN ACT concerning

Maryland Aviation Commission and Maryland Aviation Administration

FOR the purpose of establishing the Maryland Aviation Commission within the
Department of Transportation; providing for the powers and duties of the
Commission; establishing the procedures for appointing the Commission; setting the
number of Commission members; appointing the Secretary of the Department of.
Transportation as the Chairman of the Commission; providing for the powers and
duties of the Chairman of the Commission; providing for ex officio membership on
the Commission; providing for certain eligibility criteria for Commission members;
establishing certain restrictions on Commission membership; providing for the
terms of appointment to the Commission; establishing a certain meeting
requirement for the Commission; establishing a certain reporting requirement for
the Commission; providing for certain compensation for members of the
Commission; providing that the Maryland Aviation Administration shall be headed
by an Executive Director; establishing the procedures for appointing the Executive
Director; establishing the procedures for removing the Executive Director;
providing for the powers and duties of the Executive Director; adding to the duties
of the deputy secretary of Transportation; prohibiting agents or employees of the
Administration or Commission members from engaging in certain Business
arrangements with the Administration; specifying terms of the initial members of
the Commission; requiring that certain public safety services , at State owned
airports be provided by State employees; requiring the Administration to seek review

         and comment of the Legislative Policy Committee before the Administration privatizes
any component of a State-owned airport in a manner that results in the termination of
State employees; making stylistic changes; and generally relating to the establishment
of the Maryland Aviation Commission.
