SECTION 14. AND BE IT FURTHER ENACTED, That[, subject to the
provisions of Sections 5 and 7 of this Act,] Section 2 OF THIS ACT, except for Article
48A, § 700 of the Code, [and Section 3 of this Act] shall take effect July 1, 1994.
SECTION 15. AND BE IT FURTHER ENACTED, That Section 3 of this Act
shall take effect subject to the provisions of Sections 5 and 7 of this Act.
SECTION 4. AND BE IT FURTHER ENACTED, That, notwithstanding any other
provision of law, the Health Care Access and Cost Commission shall direct the Maryland
Insurance Administration to collect an assessment, to the extent practicable, from health
insurers, nonprofit health services plans, health maintenance organizations, and third party
administrators to cover the percentage of the FY 1995 budget required to be collected from
payors.
SECTION 4. 5. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1994.

AN ACT concerning
Life and Health Guaranty Corporation - Covered Persons
FOR the purpose of clarifying the types of persons covered under the Life and Health
Guaranty Corporation; clarifying that certain nonresident persons are covered
under certain circumstances; clarifying that only residents of this State who are
members of certain purchasing groups we covered; providing that certain
beneficiaries, assignees, and payees are covered; and generally relating to the types
of persons covered under the Life and Health Guaranty Corporation.
