certain sanctions for violations of certain coding provisions; altering the application
of certain fee requirements for health care practitioners and creating an exception
to that provision; clarifying supporting information for practice parameters;
clarifying the application of certain financial reporting requirements to certain
health insurers and health maintenance organizations; providing for the authority of
the Maryland Insurance Administration; clarifying certain definitions relating to
carriers and health benefit plans; clarifying the application of that Act to certain
small employers and payment practices; clarifying the authority of the Commission
concerning benefits and cost sharing arrangements in establishing the
comprehensive standard health benefit plan; clarifying the Commission's authority
to review and modify the comprehensive standard health benefit plan; clarifying the
application of certain market reforms to riders and added benefits; clarifying the
date after which certain requirements for health benefit plans apply; providing that
the State Insurance Commissioner shall designate the date for filing certain small
employer health benefit plans; altering the date for election by a carrier to be a
reinsuring carrier and the date of initial meeting of the Maryland Health
Reinsurance Pool; altering the date of operation of the Pool; correcting certain
terms relating to the expansion of that Act beyond the small group health insurance
market and correcting the participation level necessary for that expansion; requiring
the Commission to direct the State Insurance Commissioner to collect a certain
assessment; and generally relating to correcting and clarifying the Health Care and
Insurance Reform Act of 1993.
