Ch. 258                                    1994 LAWS OF MARYLAND

(2)     The Governor shall appoint 17 members who shall be selected from a list
of candidates developed by the International Cabinet from recommendations of
organizations engaged in international trade, commerce, tourism, direct foreign
investment, and related international activities.

(3)     The Governor shall appoint 2 members who shall be elected officials of
local government or their designees.                       

(c) (1) The terms of members shall be 4 years.

(2)     The terms of these members are staggered as required by the terms of
the members on July 1, 1989.

(3)     A member may serve not more than 2-consecutive terms.

(4)     Each member of the Council shall serve without compensation but shall
be entitled to reimbursement for expenses under the Standard State Travel Regulations.

(d), The Council may establish its own procedures and voting requirements.

(e)     The Maryland International Division shall provide the Council with the
necessary staff and support services.

(f)      By December 1 of each year, the Council shall report on its activities to the
Governor and, subject to § 2-1312 of the State Government Article, to the General
Assembly and submit any recommendations as provided in subsection (a) of this section.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.                                        '

AN ACT concerning                                                                                     

Health Insurance Reform - Clarifications and Modifications

FOR the purpose of making certain corrective and clarifying changes to provisions of law
enacted by Chapter 9 of the Acts of 1993; clarifying the meaning of the term "health
care provider" and the application of that term and the term "health care
practitioner" to certain other definitions and requirements of that Act; altering the
number of members of the Health-Care Access and Cost Commission; providing for
certain ex-officio voting members of th
e Commission; authorizing the Commission
chairman to appoint a vice chairman; altering the employment classification and
compensation determinations: for certain employees of the Commission; requiring
the Commission to adopt certain regulations relating to payments to physicians for
diagnostic tests;
creating a definition of "codes" for certain medical procedures to
include C.P.T. codes; clarifying a certain payment system mechanism; providing
