To the owner of riparian property
who owns less than the required
amount of shoreline, or the owner's
lessee, licensee, or assignee, if an
application is made after October
10
JULY 31 and before October 22
AUGUST 15, inclusive of each year.

To any resident nonowner of
shoreline who applies for the
license after October 21 AUGUST
14 of each year.

(c)      (5) IN WASHINGTON COUNTY, A LICENSE FOR A BLIND SITE IN THE
WATER IN FRONT OF RIPARIAN PROPERTY ADJACENT TO THE POTOMAC RIVER
SHALL BE ISSUED IN ACCORDANCE WITH THE FOLLOWING SCHEDULE OF
PRIORITIES:

(I) TO THE OWNER OF RIPARIAN PROPERTY WHO OWNS NOT LESS
THAN THE REQUIRED AMOUNT OF SHORELINE, THE OWNER'S LESSEE, LICENSEE, OR
ASSIGNEE, IF AN APPLICATION IS MADE BEFORE AUGUST 15 OF EACH YEAR;

(II) TO THE OWNER OF RIPARIAN PROPERTY WHO OWNS LESS
THAN THE REQUIRED AMOUNT OF SHORELINE, OR THE OWNER'S LESSEE, LICENSEE,
OR ASSIGNEE, IF AN APPLICATION IS MADE AFTER AUGUST 1
4 AND BEFORE
SEPTEMBER 1, INCLUSIVE, OF EACH YEAR; AND

(III) TO ANY RESIDENT NONOWNER OF SHORELINE WHO APPLIES
FOR THE LICENSE AFTER AUGUST 31 OF EACH YEAR.

(1)      In Kent and Queen Anne's Counties only a riparian owner owning the
required amount of shoreline, or the owner's lessee, licensee, or assignee, may erect and
maintain a stationary blind or blind site, if the owner or the owner's lessee, licensee, or
assignee applies before [October 11] AUGUST 1 of each year.

(d)     (1) A riparian owner owning the required amount of shoreline shall certify
in writing to the clerk that the riparian owner is the owner of the required amount of
shoreline. A lessee, licensee, or assignee of a riparian owner shall present to the clerk a
written statement from the riparian owner authorizing the lessee, licensee, or assignee to
erect a stationary blind or a blind site. The lessee, licensee, or assignee also shall certify
that the riparian owner owns the required amount of shoreline.

(2)     A riparian owner owning less than the required amount of shoreline who
desires to erect a stationary blind shall present the written permission of every
shoreowner having continuous shore frontage along the required amount of shoreline.

(2)  To the owner of riparian
property who owns less than the
required amount of shoreline, or
the owner's lessee, licensee, or
assignee if an application is made
before October 11 AUGUST 1 of
each year and if the owner or the
owner's lessee, licensee, or assignee
conforms to the requirement of
subsection (d)(2) of this section.

(3)  Not applicable.
