SECTION 2. AND BE IT FURTHER ENACTED, That, notwithstanding Section 1
of this Act, the salary levels specified in Chapter 132, Acts of 1979 (Dorchester County
Liquor Control Board), Chapter 88, Acts of 1989 (Dorchester County Treasurer),
Chapter 129, Acts of 1987 (Dorchester County Board of Supervisors of Elections);
Chapter 87, Acts of 1989 (Dorchester County Sheriff), and Chapter 572, Acts of 1980
(Dorchester County Orphans' Court Judges), shall remain in effect for the remainder of
the current terms.
SECTION 3. AND BE IT FURTHER ENACTED, That, pursuant to Article III,
Section 35 of the Constitution of Maryland, this Act may not be construed to extend or
apply to the salary or compensation of the judges of the Orphans' Court, members of the
Board of Supervisors of Elections, members of the Liquor Control Board, the Sheriff, or
the Treasurer of Dorchester County in office on the effective date of this Act, but the
provisions of this Act concerning the salary or compensation of the Dorchester County
Orphans' Court judges, Board of Supervisors of Elections, Liquor Control Board, Sheriff,
and Treasurer shall take effect at the beginning of the next following term of office.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning
Creation of a State Debt - Mercy Medical Center, Inc.
FOR the purpose of authorizing the creation of a State Debt not to exceed $950,000, the
proceeds to be used as a grant to the Board of Directors of Mercy Medical Center,
Inc. for the design, planning, and construction of, and for the provision of capital
equipment for, the Mercy Community Health Center, a center providing primary
care that stresses prevention and early detection of illnesses and diseases to
medically underserved citizens of Baltimore City, to be located adjacent to Mercy
Medical Center in downtown Baltimore, subject to the requirement that the Board
of Directors of Mercy Medical Center, Inc. provide and expend a matching fund and
present by a certain date evidence that a matching fund will be provided; requiring
the Board of Directors of Mercy Medical Center, Inc. to grant and convey a certain
easement to the Maryland Historical Trust; and providing generally for the issuance
and sale of bonds evidencing the loan.
SECTION .1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Mercy Medical
Center, Inc. Loan of 1994 in a total principal amount equal to the lesser of (i) $950,000 or
