pollution control retrofit projects in existing urban areas;

(d)     Not more than $800,000 to provide grants for water quality
clean-up activities in creeks and small estuaries;

restoration of privately owned septic systems;

(f)] (E) Not more than $4,917,000 to provide grants to provide
assistance to grant and loan recipients to meet the local share of
construction costs;

(F) NOT MORE THAN $3,000,000 TO PROVIDE GRANTS FOR
PROJECTS TO CONTROL AGRICULTURALLY RELATED
NONPOINT SOURCES OF POLLUTION.............................................

(M) HAZARDOUS SUBSTANCE CONTROL FUNDS

(1) To be credited to the State Hazardous Substance Control Fund to
be used for the purposes provided in Section 7-220(b) of the

(a) Division of Correction:

Provide a fund to acquire property, design, construct, and equip
capital improvements for State correctional institutions. This
appropriation may be expended only for the following projects.
Expenditures for any of the following projects may not exceed the
amount listed below for that project by more than 10% without
notification to the General Assembly. Expenditure of any part of
this appropriation for a project not listed below shall also require
notification to the General Assembly................................................

Provide a portion of the funds to design and construct a new

medium security correctional facility (Allegany

Emergency inmate housing (site to be determined).........7,662,000

Correct fire-safety deficiencies (Statewide), provided that no
funds may be expended until the Department of Public Safety and
Correctional Services has submitted an approved program plan for
