38.10.00 DIVISION OF BUSINESS RESOURCES
(A) Technology Advancement Program. Prepare detailed plans to
construct a replacement facility for the Technology Advancement
Program, provided that the University of Maryland at College Park
consult with the Department of Economic and Employment
Development regarding operating policies for the College Park
incubator, such as entrance criteria, leasing provisions, royalty and
equity positions and approaches for addressing evictions and tenant
problems, and seek to involve the department in the ongoing
operations of recruiting companies, reviewing business plans and
providing transitional support as they graduate from the incubator.
Further provided that the Department of Economic and Employment
Development prepare an assessment of statewide incubator needs and
a resource allocation plan for future State-supported incubator
development for the General Assembly by October I, 1994 that details
proposed future capital appropriations for incubators and operating
policies and procedures for a coordinated statewide incubator

from loans, and has consulted with the Department of Human
Resources and has found that the project is programmatically
justified and consistent with the priorities of the Department of
