(2) Should no alternative use be found within 6 months of
UMMS vacating the facility, UMMS shall expend whatever
funds are necessary for demolition and landscaping of the
Montebello facility. No part of these funds may be from State
funds. The demolition and landscaping shall be complete
within one year after UMMS begins to admit patients at its
new rehabilitation hospital;
(3) The State shall consult with the City of Baltimore and
appropriate affected community organizations in determining
an acceptable use for the Montebello site;
(4) If necessary for State offices or universities to occupy the
facility upon vacancy by UMMS, the University of Maryland
Medical System shall pay for removal of asbestos abatement at
Montebello..................................................................................
(C) Diagnostic, Surgical, and Emergency Services Facilities. Provide a
grant to the University of Maryland Medical System to design the
construction and renovation of diagnostic, surgical, and emergency
services facilities New Ambulatory Clinic. Provide a grant to the
University of Maryland Medical System to design and construct a
replacement ambulatory clinic. If the clinic is sited at the 600 block
of W. Pratt Street in Baltimore City, the State funds shall not
exceed the lesser of this appropriation or 30% of the capital cost of
the facility. If the clinic is sited at another location, no funds from
this appropriation shall be expended until the University of
Maryland Medical System reports on the proposed location, scope
of work, and project cost to the Department of Budget and Fiscal
Planning and the budget committees. The budget committees shall

HISTORICAL AND CULTURAL PROGRAMS
(A) Historic St. Mary's City. Design and construct museum and park
improvements and exhibits, relocate structures, purchase capital
equipment, and conduct preconstruction archaeological mitigation
and surveys at Historic St. Mary's City, provided that this
appropriation may not be expended until:
(1) The Department of Budget and Fiscal Planning has approved
program plans for each project included in the FY 1995
authorization;
(2) The department submits detailed cost estimate worksheets
from the Department of General Services for each project;
and
(3) The budget committees have received and commented upon
