(D)    Collegiate Athletic Facilities. Design, renovate, construct, and
equip improvements to collegiate athletic facilities, and design,
construct, and equip an academic conference center on land acquired
by the Athletic Department, consistent with recommendations in the
private consultant report, provided that not more than $3,500,000 of
this amount may be applied to the academic conference center, and
subject to the requirement that the University of Maryland College
Park provide an equal and matching fund from other than State
capital funds, provided that no more than $3.5 million of this amount
may be expended for the purpose of constructing a conference center
on the campus golf course. Further provided that no funds may be
expended for construction of the conference center until:
