SECTION 3. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted. It shall remain effective until the end of June 30 December 31, 1995 at which
time, with no further action required by the General Assembly, this Act shall be
abrogated and of no further force and effect.

AN ACT concerning
Public Education - Year-Round School Operation
FOR the purpose of authorizing a certain county board boards of education and the
Board of School Commissioners of Baltimore City to elect to operate one or more
schools on a year-round basis, provided certain requirements are met under certain
circumstances: providing for the construction of this Act; if certain requirements are
met; requiring certain public school systems to make certain reports to the Senate
Economic and Environmental Affairs Committee and the House Ways and Means
Committee by certain dates; certain committees; and generally relating to the
operation of public schools.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Education
7-103.
(a) Except as provided in [subsection] SUBSECTIONS (b) AND (E) of this section,
each public school under the jurisdiction of a county board:
(1) (i) Shall be open for pupil attendance for at least 180 actual school
days and a minimum of 1,080 school hours during a 10-month period in each school year;
or
(ii) Subject to the advance approval of the State Board, shall be open
for at least 1,080 hours during a 10-month period; and
