(1)] "Reserved area", means an area within a subdistrict to which the provisions of
Subtitle 3 of this title may not apply and in which property owners do not have the right
to connect to a water or sewerage system.

. [(m)] (L) "Roads" means public highways, streets, roads, alleys, easements, and
rights-of-way.

[(n)](M) "Sewage" has the meaning as stated in § 9-601(m) of the Environment
Article.

[(o)](N) "Sewerage system" has the meaning as stated in § 9-601(n) of the
Environment Article.

[(p)](O) "State" means the State of Maryland and any of its departments,
bureaus, agencies, or other instrumentalities.

[(q)](P) "Subdistrict" means a service area within the District.

[(r)](Q) "United States" means the United States of America and any of its
departments, bureaus, agencies, or other instrumentalities.

[(s)](R) "Water system" has the meaning stated in § 9-601(q) of the
Environment Article of the Annotated Code of Maryland.

6-202.

(a) (1) The Commission shall exercise the powers of the District conferred by
this title.

(2)     The Commission shall consist of FROM [five] TO SEVEN members
appointed by the County.

(3)      [Of the five members, there shall be a resident of each of the five
representation areas] EACH OF THE MEMBERS SHALL BE A RESIDENT OF OR A
PROPERTY OWNER IN A DIFFERENT SUBDISTRICT of the District.

(4)     (i) Each member serves for a term of five years beginning January 1
after the appointment of the member and until a successor is appointed and qualifies.

(ii) The terms of members shall be staggered as required by the terms
of the members of the Commission serving on [the effective date of this Act] OCTOBER

1, 1994.

(iii) A member may serve for more than one term.

(5)     The County may remove a member for continued neglect of duty,
incompetence, or unprofessional or unethical conduct.
