WILLIAM DONALD SCHAEFER, Governor                          Ch. 88

WHEREAS, The South African Parliament has created a multiracial Transitional
Executive Council to prepare the way for the first all-races elections on April 27, 1994;
and

WHEREAS, In a speech before the antiapartheid committee of the United Nations
General Assembly on September 24, 1993, Nelson Mandela, leader of the African
National Congress, endorsed the lifting of economic sanctions against the Republic of
South Africa; and

WHEREAS, In light of the call by Mr. Mandela, steps have been undertaken by
President Clinton and the United States Congress to begin the process to rescind United
States government economic sanctions against the Republic of South Africa; now,
therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 11-113.1 of Article 29 - Washington Suburban Sanitary District
of the Annotated Code of Maryland be repealed.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND
2. AND BE IT FURTHER ENACTED, That the Laws of Maryland read as
follows:

Article - Education

5-110.

(c) (1) [Except as provided in paragraph (3) of this subsection, a] A contract
for the school building, improvements, supplies, or other equipment shall be awarded to
the lowest responsible bidder who conforms to specifications with consideration given to:

(i)     The quantities involved;

(ii)    The time required for delivery;

(iii)   The purpose for which required;

(iv)   The competency and responsibility of the bidder; and

(v)     The ability of the bidder to perform satisfactory service.

(2) The county board may reject any and all bids and readvertise for other
bids.

[(3) In Montgomery County, the County Board may:

(i) Provide in its bid specifications that a product grown, mined, or
manufactured in the Republic of South Africa may be rejected; and

(ii) Reject a bid for a product grown, mined, or manufactured in the
Republic of South Africa.]
