against the Republic of South Africa; prohibiting a unit of State government from
adopting any policy, guideline, or regulation that restricts the unit from doing
business in or with the Republic of South Africa or that restricts or penalizes certain
business entities involved in the procurement process if the entities are doing
business with or in the Republic of South Africa; and generally relating to the
repeal of certain economic sanctions against the Republic of South Africa and local
government sanctions and prohibitions against the Republic of South Africa; and
making this Act an emergency measure.
