(2) EXCEPT AS PROVIDED IN THIS SECTION OR OTHERWISE BY LAW,
ALL OTHER STAFF IS IN THE CLASSIFIED SERVICE OF THE STATE PERSONNEL
MANAGEMENT SYSTEM.

8-303.

(d) (1) The head of the Office of Employment Services is the Director who shall
be appointed by the Secretary in accordance with [Article 64A of the Code]:

(I)      THE PROVISIONS OF THE STATE PERSONNEL ARTICLE THAT
GOVERN CLASSIFIED SERVICE EMPLOYEES; and

(II)     regulations adopted by the Director of the United States
Employment Service.

8-305.

(b) (1) In accordance with [Article 64A of the Code] THE PROVISIONS OF
THE STATE PERSONNEL ARTICLE THAT GOVERN CLASSIFIED SERVICE EMPLOYEES,
the Secretary[:

(i)] may employ the staff necessary to carry out this title [; and

(ii) shall choose employees on a nonpartisan merit basis in accordance
with regulations that the Secretary adopts].

9-305.

(a)     (1) The Chairman of the Commission may employ a staff for the
Commission in accordance with the State budget.

(2) EXCEPT AS OTHERWISE PROVIDED BY LAW, THE STAFF IS IN THE
CLASSIFIED SERVICE OF THE STATE PERSONNEL MANAGEMENT SYSTEM.

(b)     (2) The Fund is subject to:

(v) [Article 64A, §§ 12F through 12K of the Code] TITLE 3,
SUBTITLE 3 OF THE STATE PERSONNEL ARTICLE.

Article - Natural Resources

1-101.

(d) (1) (I) The Secretary is responsible for the operation of [his] THE
SECRETARY'S office and shall establish guidelines and procedures to promote its orderly
and efficient administration.

(II)     [He] THE SECRETARY may establish areas of responsibility
within [his] THE SECRETARY'S office and may reorganize or abolish them as necessary
to fulfill the duties assigned to [him] THE SECRETARY. [; and he]

(III)   THE SECRETARY may appoint such staff assistants as are
necessary to administer these areas of responsibility.
