(c) "Earnable compensation" means the normal monthly compensation that is
payable to a teacher for working the normal time for the teacher's position and that is
equal to one-twelfth of the teacher's annual salary rate, including the monthly pickup
contribution, if any, provided for in [§ 1-302(f)(2)] § 1-302(E) of this article.

(b) Any retiree may elect to have the premium, or any part of it, for locally
approved medical insurance participated in by any county for teachers retired from
employment by any county, deducted from the retiree's allowance by this pension system
and returned to the appropriate jurisdiction for payment on the retiree's behalf to the
carrier. However, neither this pension system [or] NOR THE instrumentality shall be
otherwise responsible for the payment of any part of the premium for the medical
insurance approved by any county. The Board of Trustees may by rule or regulation allow
additional payroll deductions as may be necessary in the interests of its members and
retirees.
