(B)     The number of its positions shall be included within the total manpower
allocations provided for the Department of Public Safety and Correctional Services.

(C)      [Furthermore, ] EXCEPT AS PROVIDED IN SUBSECTION (D) OF THIS
SECTION OR OTHERWISE BY LAW, its positions [shall be subject to the State's merit
system] ARE IN THE CLASSIFIED SERVICE OF THE STATE PERSONNEL MANAGEMENT
SYSTEM[, with the exception of the General Manager or any other position determined
by the Secretary of Personnel or as otherwise provided by law].

(D)     The General Manager:

(1)      [shall] SHALL be appointed by the Secretary of the Department, with
the approval of the State Use Industries Advisory Committee; AND

(2)      IS IN THE UNCLASSIFIED SERVICE OF THE STATE PERSONNEL
MANAGEMENT SYSTEM.

11-116.

(b)     [The] EXCEPT AS OTHERWISE PROVIDED BY LAW, THE PROVISIONS OF
THE State PERSONNEL ARTICLE THAT GOVERN CLASSIFIED SERVICE EMPLOYEES
[merit system does] DO not apply to the WSSC.

11-117.

The WSSC:

(2) Shall reimburse the State for any reasonable cost incurred by the
[Secretary] DEPARTMENT of Personnel in carrying out the functions under this title.

Article 31B - Patuxent Institution

(c)     (1) EXCEPT AS PROVIDED IN PARAGRAPH (2) OF THIS SUBSECTION OR
OTHERWISE BY LAW, ALL STAFF OF THE INSTITUTION ARE IN THE CLASSIFIED
SERVICE OF THE STATE PERSONNEL MANAGEMENT SYSTEM.

(2) The director, the associate directors, all social workers, sociologists,
physicians, psychologists, dentists, and other persons in positions that are determined by
the Secretary to be professional shall be appointed by the director, with the approval of
the Secretary, and [shall not be included] ARE in the [State merit system]
UNCLASSIFIED SERVICE OF THE STATE PERSONNEL MANAGEMENT SYSTEM.

Article 33 - Election Code

3-10.

(a) (1) The members of the board from the majority party shall appoint one
registrar, and the member of the board from the principal minority party shall appoint the
other registrar. These two registrars shall comprise the board of registry[, and they are
subject to the provisions of Article 64A as provided for in § 2-6 of this article].
