Article 23B - Municipal Corporation Charter

The town may provide by Ordinance for appointments and promotions in the
administrative service on the basis of merit and fitness. To carry out this purpose the
council may adopt such rules and regulations governing the operation of a merit system as
it deems desirable or necessary. Among other things these rules and regulations may
provide for competitive examinations, the use of eligible lists, a classification plan, a
compensation plan, a probation period, appeals by employees included within the
classified service from dismissal or other disciplinary action, and vacation and sick leave
regulations. The town may request and avail itself of the facilities of the [Commissioner
of State] DEPARTMENT OF Personnel for the administration of its merit system, as
provided [in] BY State law.
Article 24 - Political Subdivisions - Miscellaneous Provisions

(b) Each political subdivision shall afford its employees who return from military
service the same reemployment rights provided for State employees under [Article 64A,
§ 18B of the Code] TITLE 11, SUBTITLE 2 OF THE STATE PERSONNEL ARTICLE.
Article 26A - Criminal Injuries Compensation Act

The Board, subject to the authority of the Secretary of Public Safety and
Correctional Services as set forth in Article 41 of [this] THE Code, shall have the
following powers and duties:
(a) To establish and maintain an office and TO appoint AND PRESCRIBE THE
DUTIES OF a claims examiner, a secretary, clerks, and such other employees and agents
as may be necessary [, such]; EXCEPT AS OTHERWISE PROVIDED BY LAW, THESE
employees [to be] ARE subject to. the provisions of [Article 64A, titled merit system]
THE STATE PERSONNEL ARTICLE THAT GOVERN CLASSIFIED SERVICE EMPLOYEES [,

Article 27 - Grimes and Punishments

(b) Supervisory and sales positions in State Use Industries [shall not be part of
the classified] ARE IN THE UNCLASSIFIED service [under Article 64A of this Code] OF
THE STATE PERSONNEL MANAGEMENT SYSTEM.

(A) The budget for State Use Industries shall be included in the budget of the
Department of Public Safety and Correctional Services, and shall be subject to normal
legislative review and approval.
