8-208. EXPENSES AND SOURCE OF FUNDS.

(A)     EXPENSES FOR RECOGNITION AWARDS.

THE SECRETARY MAY INCUR EXPENSES FOR MAKING HONORARY
RECOGNITION AWARDS UNDER THIS SUBTITLE.

(B)     SOURCE OF FUNDS.

A CASH AWARD AND EXPENSES RELATED TO AN HONORARY RECOGNITION
AWARD SHALL BE PAID FROM FUNDS OR APPROPRIATIONS AVAILABLE TO THE
UNIT THAT PRIMARILY BENEFITS FROM THE INVENTION, SUGGESTION,
ACCOMPLISHMENT, OTHER PERSONAL EFFORT, OR EMPLOYMENT-RELATED ACT OR
SERVICE.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 64A, § 32A(g) and, as it authorized the Secretary to
spend money for awards, § 32A(c).

Defined term: "Secretary" § 1-101

8-209. REGULATIONS AND REPORTS.

(A)     REGULATIONS.

THE SECRETARY MAY ADOPT REGULATIONS TO CARRY OUT THIS SUBTITLE.

(B)     REPORTS.

THE SECRETARY SHALL SUBMIT AN ANNUAL REPORT AND RELATED
RECOMMENDATIONS ON THE RESULTS OF THE AWARDS MADE UNDER THIS
SUBTITLE TO THE GOVERNOR FOR TRANSMITTAL, SUBJECT TO § 2-1312 OF THE
STATE GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 64A, § 32A(a).

Defined term: "Secretary" § 1-101

GENERAL REVISOR'S NOTE:

The first clause of former Art. 64A, § 32A(b), which defined "department head" as
being limited to the head of a unit in the classified service, is deleted as unnecessary in
light of § 8-201 of this subtitle, which limits the scope of this subtitle to classified service
employees.

SECTION 8. AND BE IT FURTHER ENACTED, That Section 3(12) of Article
64A - Merit System of the Annotated Code of Maryland be repealed and reenacted, with
amendments, and transferred to be Section 16-10 of Article 4 - Baltimore City of the
Code of Public Local Laws of Maryland, to read as follows:
