9-502. WHEN LAYOFFS REQUIRED.

AN EMPLOYEE SHALL BE LAID OFF IF THE EMPLOYEE IS IN A POSITION THAT
WILL BE ABOLISHED, DISCONTINUED, OR VACATED BECAUSE OF A CHANGE IN
ORGANIZATION OR BECAUSE OF A STOPPAGE OR LACK OF WORK.

9-503. REGULATIONS GENERALLY.

(A)     REGULATIONS BY SECRETARY.

(1)      THE SECRETARY SHALL ADOPT REGULATIONS TO PROVIDE
PROCEDURES THAT ARE UNIFORM AMONG THE PRINCIPAL DEPARTMENTS AND
OTHER INDEPENDENT UNITS FOR:

(I)      THE LAYOFF OF EMPLOYEES REGARDLESS OF EMPLOYMENT
STATUS; AND

(II)     THE REINSTATEMENT OF LAID-OFF CLASSIFIED SERVICE OR
UNCLASSIFIED SERVICE EMPLOYEES TO COMPARABLE POSITIONS IN STATE
EMPLOYMENT.

(2)      THE REGULATIONS FOR THE REINSTATEMENT OF LAID-OFF
UNCLASSIFIED SERVICE EMPLOYEES SHALL BE SIMILAR TO THE REGULATIONS FOR
THE REINSTATEMENT OF LAID-OFF CLASSIFIED SERVICE EMPLOYEES.

(B)     REGULATIONS BY UNIVERSITY OF MARYLAND SYSTEM.

IN COORDINATION WITH THE SECRETARY, THE UNIVERSITY OF MARYLAND
SYSTEM SHALL DEVELOP LAYOFF AND REINSTATEMENT PROCEDURES FOR ITS
CLASSIFIED EMPLOYEES.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 64A, § 35(c), (f), and, except as it excluded certain
employees, (e).
