(2) SUBMIT AN ANNUAL REPORT TO THE GOVERNOR AND, SUBJECT TO
§ 2-1312 OF THE STATE GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY.

(D)     CONCERNS OF CERTAIN REPRESENTATIVES.

THE SECRETARY SHALL GIVE DUE CONSIDERATION TO THE CONCERNS
EXPRESSED BY THE ADVISORY COUNCIL MEMBERS WHO ARE REPRESENTATIVES OF
EMPLOYEE ORGANIZATIONS.

(E)     REIMBURSEMENT FOR EXPENSES.

EACH MEMBER OF THE ADVISORY COUNCIL IS ENTITLED TO REIMBURSEMENT
FOR EXPENSES UNDER THE STANDARD STATE TRAVEL REGULATIONS, AS
PROVIDED IN THE STATE BUDGET.

(F)     ADMINISTRATIVE SUPPORT.

' THE DEPARTMENT SHALL PROVIDE ADMINISTRATIVE SUPPORT TO THE
ADVISORY COUNCIL.

REVISOR'S NOTE: Subsections (a) through (d) and (f) of this section are new
language derived without substantive change from former Art. 64A, § 48E(e),
(f), (g), and (h).

Subsection (e) of this section is standard language added to reflect that, under
SF § 10-203, the Board of Public Works has adopted regulations for
reimbursement of expenses. See COMAR 23.02.01.01 through .12.

In subsection (a)(1) of this section, the reference to "health insurance benefit
options" is substituted for the former reference to "benefits ... included in the
benefits package of the State Employees' Health Insurance Program" for
brevity.

In subsection (a)(3) of this section, the reference to "requesting proposals" is
added to accommodate alternative procurement methods, consistent with
long-standing Departmental understanding and administrative practice.

In subsection (b) of this section, the reference to "times and places" is added
to reflect the practice of the Advisory Council.

In subsection (c)(1) of this section, the requirement that the Council keep a
"record of its meetings, proceedings, and transactions," is substituted for the
former requirement to keep "transcripts", to reflect current practice. The
State Personnel Article Review Committee notes, for consideration by the
General Assembly, that it is highly unusual for an advisory board to keep
transcripts of proceedings; however, under the open meetings laws, the
Advisory Council is required to take minutes.

Subsection (d) of this section is revised to clarify that its provisions refer only
to those representatives of employee organizations who are "council
members".
