In the introductory language of subsection (a)(6) of this section, the phrase
"about contractual employment" is added to clarify the nature of the
information.

In subsection (a)(6)(ii) of this section, the reference to a "principal
department or other independent unit" is substituted for the former reference
to a "department" for clarity.

2-203. SAME — TO GENERAL ASSEMBLY.

SUBJECT TO § 2-1312 OF THE STATE GOVERNMENT ARTICLE, THE SECRETARY
SHALL SUBMIT TO THE GENERAL ASSEMBLY:

(1)      ON OR BEFORE JANUARY 15 OF EACH YEAR, AN ANNUAL REPORT
CONTAINING THE INFORMATION SPECIFIED IN § 2-202 OF THIS SUBTITLE;

(2)      AN ANNUAL REPORT ON LEAVE TAKEN BY STATE EMPLOYEES; AND

(3)      AN ANNUAL REPORT ON PART-TIME EMPLOYMENT THAT:

(I)       SETS FORTH THE ACTIVITIES UNDERTAKEN TO CARRY OUT
THE POLICY STATED IN § 5-104 OF THIS ARTICLE;

(II)     DOCUMENTS THE EXTENT TO WHICH THE REQUIREMENTS OF §
5-104 OF THIS ARTICLE HAVE BEEN MET; AND

(III)    EXPLAINS ANY IMPEDIMENTS TO MEETING THOSE
REQUIREMENTS AND THE MEASURES TAKEN TO REMOVE THOSE IMPEDIMENTS.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 64A, § 51(e), and, as they required an annual report
to the General Assembly, § 37A(b)(2) and the first sentence of § 10(b).

In item (3)(i) of this section, the former reference to "procedures, ... projects,
and other efforts" is deleted as included in the general term "activities".

2-204. ASSISTANCE TO GOVERNMENTAL UNITS.

(A)     IN GENERAL.

ON REQUEST TO THE SECRETARY, THE DEPARTMENT SHALL ASSIST ANY
COUNTY OR MUNICIPAL CORPORATION OF THIS STATE THAT ADOPTS A MERIT
SYSTEM FOR ITS EMPLOYEES, SO THAT MERIT SYSTEMS MAY BE ADMINISTERED
THROUGHOUT THIS STATE WITHOUT UNNECESSARY EXPENSE.

(B)      FORMS OF ASSISTANCE.

(1) THE DEPARTMENT SHALL ASSIST THE COUNTY OR MUNICIPAL
CORPORATION MAKING THE REQUEST BY:
