(B)     APPOINTING AUTHORITY.

"APPOINTING AUTHORITY" MEANS AN INDIVIDUAL OR A UNIT OF
GOVERNMENT THAT HAS THE POWER TO MAKE APPOINTMENTS AND TERMINATE
EMPLOYMENT.
