and Cost Commission. It is also the intent of the General Assembly that the Governor appoint
the members of the Maryland Health Care Access and Cost Commission on or before July 1,
1993 in accordance with the provisions of this Act.
The provisions of this Act relating to the imposition of fees on payors and providers by
the Maryland Health Care Access and Cost Commission and the Insurance Commissioner for
the purpose of funding the Maryland Health Care Access and Cost Commission shall be
applicable to all fiscal years beginning on or after July 1, 1994.
SECTION 9 12. AND BE IT FURTHER ENACTED, That the terms of initial
members of the Medical Care Data Review Commission shall expire as follows:
(1) Two members in 1996;
(2) Three members in 1997; and
(3) Two members in 1998,
SECTION 10. 13. AND BE IT FURTHER ENACTED, That Sections 1, 4, 5, 6,
7, 8, and 9 9, 10, 11, and 12 of this Act; and Article 48A, § 700 of the Code, as enacted
by Section 2 of this Act, shall take effect July 1, 1993.
SECTION 11. 14. AND BE IT FURTHER ENACTED, That, subject to the
provisions of Sections 5 and 7 of this Act, Section 2, except for Article 48A, § 700 of the
Code, and Section 3 of this Act shall take effect July 1, 1994.

AN ACT concerning
State Personnel and Pensions
FOR the purpose of adding a new article to the Annotated Code of Maryland, to be
designated and known as the "State Personnel and Pensions Article"; to revise,
restate, and recodify the laws of this State relating to certain employees, officials,
and other personnel; establishing a State Personnel Management System under the
authority of the Secretary of Personnel and including therein the classified service,
the unclassified service, and other positions; specifying the scope and application of
the laws relating to the State Personnel Management System; specifying the scope
and application of the laws relating to the classified service, the unclassified service,
and other positions; revising the laws relating to the organization and general
authority of the Department of Personnel and to the powers and duties of the
Secretary of Personnel; revising the laws relating to the reports required to be
submitted by certain units to the Secretary of Personnel and by the Secretary of
Personnel to the Governor and the General Assembly; revising the laws relating to
certain assistance given by the Department of Personnel to local governments and
