(D) THE ADVISORY COMMITTEE MAY SUBMIT AMENDMENTS TO A PRACTICE
PARAMETER FOR ADOPTION BY THE COMMISSION AT ANY TIME.
(E) A PRACTICE PARAMETER ADOPTED UNDER THIS SUBTITLE IS NOT
ADMISSIBLE INTO EVIDENCE IN ANY LEGAL PROCEEDING IN THIS STATE AS EVIDENCE
OF A STANDARD OF CARE.
Article - Health Occupations
14-309. 1-209.
(A) To apply for a license, an applicant shall:
(1) Submit an application to the Board on the form that the Board requires;
and
(2) Pay to the Board the application fee set by the Board.
(B) (1) THE (A) EACH BOARD SHALL ASSESS EACH APPLICANT FOR A
LICENSE OR A RENEWAL OF A LICENSE A FEE ESTABLISHED IN ACCORDANCE WITH
THE PROVISIONS OF § 19-1513 19-1515 OF THE HEALTH - GENERAL ARTICLE.
(2) THE (B) EACH BOARD SHALL TRANSFER THE FEES ASSESSED
UNDER THIS SUBSECTION TO THE MEDICAL CARE DATA REVIEW COMMISSION
HEALTH CARE ACCESS AND COST FUND ON A QUARTERLY BASIS.

(A) IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.
(B) "ACTUARIAL CERTIFICATION" MEANS A WRITTEN STATEMENT, IN A
FORM APPROVED BY THE COMMISSIONER, BY A MEMBER OF THE AMERICAN
ACADEMY OF ACTUARIES OR OTHER PERSON ACCEPTABLE TO THE COMMISSIONER
THAT A CARRIER IS IN COMPLIANCE WITH THE PROVISIONS OF THIS SUBTITLE.
(C) "BOARD" MEANS THE BOARD OF DIRECTORS OF THE POOL ESTABLISHED
UNDER § 707 OF THIS SUBTITLE.
(C) (D) "CARRIER" MEANS A PERSON THAT OFFERS HEALTH BENEFIT PLANS
COVERING ELIGIBLE EMPLOYEES OF A SMALL EMPLOYER AND THAT IS:
(1) AN INSURER THAT HOLDS A CERTIFICATE OF AUTHORITY IN THE
STATE AND PROVIDES HEALTH INSURANCE IN THE STATE;
(2) A HEALTH MAINTENANCE ORGANIZATION THAT IS LICENSED TO
OPERATE IN THE STATE;
