with special needs; to prevent unnecessary
separate day school, residential or
institutional placements within Maryland;
and to work with local jurisdictions in these
regards. Policy decisions regarding the
expenditures of such funds shall be made
jointly by the Special Secretary for Children,
Youth and Families and the Secretaries of
Health, Human Resources, Juvenile
Services, Budget and Fiscal Planning and
the State Superintendent of Education.
These funds are not limited to expenditures
considered part of the general State school
funds.
