It is the intent of the General Assembly that
the Maryland State Department of
Education attempt to expand the
Maryland's Tomorrow program to middle
schools to the greatest extent possible
without decreasing services to students
currently in the program or jeopardizing
federal funds. The department shall report
back to the budget committees by October
1, 1993 on a new evaluation plan that will
enable the department and the General
Assembly to determine the effectiveness of
the program before appropriating funds in
future fiscal years. The plan should provide
for an evaluation of the effectiveness of
local programs to the greatest extent
possible.
The budget committees are concerned about the
cost and effectiveness of the Maryland's
Tomorrow program and believe that it is more
appropriate to provide drop out prevention
services at the middle school level. The
General Assembly urges the Maryland State
Department of Education (MSDE) to
pursue a waiver or some form of relief from
the federal government to allow for the
application of federal funds to programs
serving students under the age of 14. The
Maryland State Department of Education
shall report to the budget committees on an
evaluation plan for the Maryland's Tomorrow
Program. The plan should be based upon the
Maryland School Performance Program, to
the greatest extent practicable, and establish
the following:
(1) Performance outcome goals for the
Maryland's Tomorrow Program which
