AN ACT to:

(1)     allow non-profit organizations that are exempt from taxation under Section
501(c)(3) of the Internal Revenue Code to purchase goods from, through, or
with the County under certain circumstances if the good is necessary to
perform a contract with the County;

(2)     authorize the imposition of reasonable service fees; and

(3)     require a certain report of purchases made under this Act.
