Bill No. 70

An Act amending Section 18.202 of the Howard County Code to provide that, under
certain conditions, the County may accept dedication of roads and other improvements
required as a condition of subdivision approval before the sidewalks, stormwater
management, stabilization, landscaping and street trees are provided.

Bill No. 71

An Act amending Section 18.122B "Allocation of water and wastewater capacity" of the
Howard County Code in order to provide for 3-year developer agreements and 3-year
allocations, to delete the requirement that certain charges be paid as a condition of
extending a developer agreement, and to make the section consistent with other sections
of the Howard County Code.

Bill No. 72

An Act amending Section 2.210(b) of the rules of procedure for the Board of Appeals to
extend the time period within which an administrative agency may file a reply and to
allow the Board of Appeals to limit the length of oral argument.

Bill No. 74

An Act amending Section 1.117 "Leaves" of the Howard County Code to provide 3
personal leave days per year to each employee.

Bill No. 75

An Act pursuant to Section 1.606(e) of the Howard County Code approving provisions in
the collective bargaining agreement with Local 3085 of the American Federation of State,
County, and Municipal Employees which are in conflict with the provisions of Title 1
"Personnel Administration" of the Howard County Code and making the provisions of
this Act retroactive to July 1, 1992.
