AN EMERGENCY ACT to add new fees to Subsection D (As enacted by Bill 92-56 of
the County Council of Harford County, Maryland) of Section 157-16, Building
Permits, of Article II, Fees, of Chapter 157, License and Permits, of the Harford
County Code, as amended, to set new fees for certain additions and replacement
use and occupancy certificates; and generally relating to fees for services provided
by Harford County.

AN ACT to repeal and reenact with amendments Section 267-83, Historic Landmarks
List, of Article XV, Enumeration of Historic Landmarks, of Part 2, Historic District,
of Chapter 267, Zoning, of the Harford County Code, as amended, to provide for
the designation of an additional County landmark.

AN ACT to add new Chapter 237, heading, Towing Businesses, to the Harford County
Code, as amended to provide for the licensing of towing businesses and to provide
that the towing of a vehicle disabled by collision or other accidents shall be subject
to supervision and administrative control in the county for the purpose of protecting
the general welfare and public interests of the community, safeguarding the public
interest against fraud, discrimination, deception, and similar abuses, and
eliminating the retarding of traffic, unnecessary street congestion, unnecessary
delays, and traffic hazards.

AN ACT to add new Article XXVIIB, Towing Appeals Board, to Part 3, Authoritative
Boards and Commissions, of Chapter 9, Boards, Councils, and Agencies, of the
Harford County Code, as amended; to establish the Towing Appeals Board; to
establish the Board's membership and its members' qualifications and terms; to
establish the Board's powers, duties, and responsibilities; and generally relating to
the Towing Appeals Board.
