AN ORDINANCE concerning:

Utilities - Wastewater Discharge Requirements

FOR the purpose of amending the County's wastewater discharge requirements to
conform to federal pretreatment regulations and the requirements of the Maryland
Department of the Environment; to add notification requirements and strengthen
the County's notification requirements for users in cases of spills, by-pass or upset
incidents; to incorporate new federal regulations prohibiting the discharge of
certain specified pollutants into the County system; to add additional monitoring
and reporting requirements of users as contained in their water discharge permits;
to add new federal requirements that users resample and report violations to the
County within specified times; to prohibit the bypass of pretreatment systems and
allow use of pretreatment system upsets as an affirmative defense in enforcement
actions; and matters generally relating to utility wastewater discharge requirements.

BY repealing and reenacting, with amendments

Article 27, §§ 3-501(a)(3), (16), (19), (26), (27), and (28); 3-502; 3-504; 3-505(a),
(b), and (d); 3-509(g), (h), and (l); 3-512(d); 3-514(a); and 3-517(a) and

(c)(1)
