RESOLUTION NUMBER 91-01-C

A RESOLUTION TO AMEND SECTIONS OF THE MUNICIPAL CHARTER OF THE TOWN
OF NORTH EAST TO PROVIDE FOR THE IMPOSITION OF A SET INTEREST RATE ON
OVERDUE REAL ESTATE TAXES AND CHANGING THE DATE UPON WHEN SAID TAXES
BECOME COLLECTIBLE BY TAX SALE.

[Section 711 of the Charter of the Town of North East, Cecil County, as found in
the compilation of Municipal Charters of Maryland (1990 Replacement Edition),
repealed and reenacted, with amendments.

Effective Date February 25, 1992]

RESOLUTION NUMBER 91-02-C

A RESOLUTION TO AMEND SECTIONS OF THE MUNICIPAL CHARTER OF THE TOWN
OF NORTH EAST TO PROVIDE FOR THE INCREASE OF THE FINE WHICH MAY BE
IMPOSED FOR VIOLATION OF A TOWN ORDINANCE AND/OR INFRACTION.

[Section 1304 of the Charter of the Town of North East, Cecil County, as found in
the compilation of Municipal Charters of Maryland (1990 Replacement Edition),
repealed and reenacted, with amendments.

Effective Date February 25, 1992]

RESOLUTION NO. R-91-03-C

A Resolution to Amend sections of the Municipal Charter of the Town of North
East to provide for the circumstances under which legislative powers may be exercised by
the President of the Board; to clarify matters of quorum; to provide for the election of a
Vice President; to provide that a vacancy on the Board may be filled by a three-quarters
vote of the Board; to give the President power to create Boards and Commissions and to
appoint members of said Boards and Commissions subject to the approval of the Board;
to provide under what circumstances the President may vote at Board meetings; to give
the President a right of veto over ordinances, resolutions and other official actions;
providing for the Vice President to assume the office of President in the event of vacancy;
deleting the requirement that the budget be adopted in "ordinance form", revising and
simplifying the process of borrowing in anticipation of taxes and revenues by providing for
the signing of Notes in the nature of commercial paper; providing for the position of
Town Administrator and prescribing the general powers and duties of the Town
Administrator; providing for the designation of an Assistant Clerk/Treasurer; clarifying
employment procedures under the Personnel Policy and Procedures Manual and
providing for the method of amendment for said Personnel Policy and Procedures
Manual.
