$8,263,113 of this appropriation, made for
the purpose of providing local jail per diem
reimbursement payments or estimated
payments fas provided under Article 27,
Section 690 of the Annotated Code), may be
expended for that purpose only and may not
be transferred, by budget amendment or
otherwise, to any other purpose. Funds
unexpended at the end of the fiscal year
shall revert to the general fund.
Further provided that funds appropriated for
