No funding in excess of $9.00 per square foot
shall be expended by the Department of
Licensing and Regulation for rent.
No funds appropriated by this Act may be
expended for capital projects Legal Services
- Office of the Secretary (program
34.01.01.05) until the Governor, by budget
amendment or otherwise, provides funding
for the Prevailing Wage Unit of the Division
of Labor and Industry. Funds for this
purpose may only be taken from
appropriations for capital projects Legal
Services - Office of the Secretary (program
34.01.01.05). Before a capital an
appropriation may be expended on Legal
Services - Office of the Secretary (program
34.01.01.05), the Department of Licensing
and Regulation must certify to the budget
committees that sufficient funds have been
transferred or otherwise made available to
the unit to provide for prevailing wage
determinations, and to provide for
enforcement of the Prevailing Wage Law, in
accordance with Section 17-201 and 202 of
the State Finance and Procurement Article.
Provided the funding of the Prevailing Wage
Unit by transfer of funds from capital
appropriations need not be implemented if
funds are provided in the Supplemental
Budget and the Prevailing Wage Unit is
implemented with the funds.

General Fund Appropriation, provided that
no general funds shall be expended on an
Insurance Fraud Unit without express
statutory authorization, provided that the
Secretary may accept donations from
insurers authorized by the Insurance
