VETOES
SECTION 4. AND BE IT FURTHER ENACTED, That, except as otherwise
provided in this Act, all rules and regulations, proposed rules and regulations, standards
and guidelines, policies, orders and other directives, permits and licenses, applications for
permits and licenses, forms, plans, memberships, special funds, appropriation, grants,
applications for grants, contracts, property, investigations, administrative and judicial
proceedings, rights to sue and be sued, and all other duties and responsibilities associated
with, and all matters pending before, the State Council on Vocational-Technical
Education shall continue in effect under the Work Force Investment Board until
completed, withdrawn, canceled, modified, or otherwise changed pursuant to law.
SECTION 5. AND BE IT FURTHER ENACTED, That all personal property,
records, and fixtures held by the State Council on Vocational-Technical Education on
September 30, 1993 shall be and hereby are transferred to the Work Force Investment
Board.
SECTION 6. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1394.
This bill would extend for two years the collection of the five cents per barrel fee on non-
heating oil to be used to fund the Underground Storage Tank Upgrade and Replacement
Fund. The bill would also require that, during the next two fiscal years only, up to $3.5
million in the tank upgrade and replacement fund be transferred to a new fund, the Oil
Contaminated Site Environmental Cleanup Fund.
The purpose of this new fund is to provide for the reimbursement of clean-up costs of
contamination caused by releases from an underground oil storage tank.
Senate Bill 649, which was passed by the General Assembly and signed by me on May 27,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1394.
