(i) 5 representatives of business of which 3 shall be representatives of
employers with less than 100 employees;

(ii) 3 representatives of organized labor;

(iii) 2 representatives of the general public;

(iv) 1 member of the Senate of Maryland to be appointed by the
President of the Senate;

(v) 1 member of the House of Delegates to be appointed by the
Speaker of the House; and

(vi) 1 representative each from the Maryland Higher Education
Commission, the State Department of Education, and the [State Council on
Vocational-Technical Education] WORK FORCE INVESTMENT BOARD.

3-504.

The Secretary shall submit an annual report to the Governor and the [Governor's
Employment and Training Council] WORK FORCE INVESTMENT BOARD and, subject to
§ 2-1312 of the State Government Article, the General Assembly on the operation and
performance of the Partnership for Workforce Quality.

Article 89 - Miscellaneous Business, Work, and Safety Provisions

19.

(a) In this subtitle the definitions set forth in Section 4 of the federal act shall
apply; definitions set forth below shall have the meanings indicated.

(d) "Federal act" means the federal Job Training Partnership Act.

(k) "State council" means the State [job training coordinating council] HUMAN
RESOURCE INVESTMENT COUNCIL, as provided in [Section 122] § 701 of the federal
act, which will be called the Work Force Investment Board.

21.

(a)     The State council is established and [shall exist only as long as the federal act
requires. The State council] shall have the membership [and responsibilities] as
provided in [§ 122] § 702 of the federal act.

(b)     The State council may not have more than 40 members appointed by the
Governor for staggered terms SET BY THE GOVERNOR BY EXECUTIVE ORDER.

(c)     The State council shall be funded as provided in [§ 202(b)(4)] § 703 of the
federal act and shall have personnel and appropriations as are provided in the State
budget.

(d)     [(1) The State council shall submit to the President of the Senate and the
Speaker of the House of Delegates for legislative review and comment reports, plans, and
recommendations submitted by it to the Governor concerning job training and related
responsibilities under the federal act and this subtitle.
