the Work Force Investment Board; requiring the Board to perform the duties of a
single State human resource investment council under certain provisions of federal
law with respect to certain programs; providing that the Board has jurisdiction over
the administration of and the powers and duties provided in certain federal acts
relating to human resources; abolishing the State Council on Vocational-Technical
Education; requiring the Board to assume the duties of the State Council on
Vocational-Technical Education; and generally relating to the Work Force
Investment Board and the administration of human resources programs.
