H.B. 1037                                                 VETOES

(2)     (i) Trustees who are members or retirees of the employees', [and]
teachers', OR STATE POLICE systems shall be elected by the members and the retirees of
their respective systems for 4-year terms. Elections shall be conducted pursuant to rules
and regulations adopted by the Board of Trustees.

(ii) Trustees who are members but are not retirees of the employees',
[or] teachers', OR STATE POLICE systems at the time of their election may not be
prevented from completing their terms of office if, during those terms, they become
retirees of the system of which they were members at the time of election.

(iii) If a trustee becomes a retiree of either the employees', [or]
teachers', OR STATE POLICE systems, the trustee may not be reelected if the other
elected trustee is already a retiree of those systems.

(IV) THE TWO TRUSTEES WHO ARE MEMBERS OR RETIREES OF THE
STATE POLICE RETIREMENT SYSTEM OF MARYLAND SHALL SERVE 4-YEAR TERMS THAT
COINCIDE.

(3)      [Trustees who are members or retirees of the State Police Retirement
System shall be appointed by the Board of Public Works for a 4-year term.

(4)] The trustee representing the interests of local governments participating
in the Employees' Retirement System and the Pension System for Employees of the State
of Maryland shall be appointed by the Governor for a 4-year term.

[(5)] (4) Trustees representing the general public shall be appointed by the
Governor with the advice and consent of the Senate for staggered 4-year, terms.

SECTION 2. AND BE IT FURTHER ENACTED, That the term of the trustee of the
State Police Retirement System of Maryland whose term is currently scheduled to expire on July
1. 1993 shall be extended until July 1, 1994.

SECTION 3. AND BE IT FURTHER ENACTED, That Section 1 of this Act shall
apply to trustees with terms beginning on or after July 1, 1994.

SECTION 2. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 1993.

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1037.

This bill would prohibit a court from entering a final decree for guardianship of an
individual until at least 15 days after the birth of the individual.
