VETOES
representing the Maryland State Police Retirement System become trustees on the Board
of Trustees. Current law requires the Board of Public Works to appoint the trustees.
House Bill 1003 would require the members and retirees of the Maryland State Police
Retirement System to elect the two trustees.
The Superintendent of the Maryland State Police has requested a veto of House Bill
1003. He argues that the appointment process has been effective throughout the history
of the Maryland State Police Retirement System, and there exists no current problem
necessitating a change.
The members of the Board of Trustees bear an obligation to administer their duties in a
professional and responsible manner. The Superintendent of the Maryland "State Police
recognizes this responsibility and carefully considers the qualifications, experience, and
character of the individual recommended for appointment to the Board of Trustees.
Furthermore, the trustees representing the Maryland State Police have been appointed
members since the inception of the Maryland State Police Retirement System over 40
years ago. The trustees have been of the highest calibre and have represented the interest
of the members of the retirement system in an exemplary manner. To my knowledge,
there has never been a problem in the appointment process that would justify a. change,
nor does one exist currently.
For these reasons, I have vetoed House Bill 1003.

AN ACT concerning
State Retirement and Pension Systems - Election of Trustees
from State Police Retirement System
FOR the purpose of altering the law relating to the election of certain members of the
Board of Trustees for the Maryland State Retirement and Pension Systems so as to
include members and retirees of the State Police Retirement System; repealing a
provision relating to the appointment of trustees who are members or retirees of the
State Police Retirement System to the Board of Trustees; requiring that one of the
trustees from the State Police Retirement System be a retiree; requiring coinciding terms
for the 2 trustees from the State Police Retirement System; providing for the extension of
a certain term of a certain trustee of the State Police Retirement System; providing for the
application of this Act; and generally relating to the election of trustees who are
members or retirees of the State Police Retirement System.
