WILLIAM DONALD SCHAEFER, Governor                        H.B. 421

(vi) Kidnapping;

(vii) Manslaughter other than involuntary manslaughter;

(viii) Mayhem;

(ix) Murder;

(x) Rape;

(xi) Robbery, including robbery with a deadly weapon;

(XII) CARJACKING OR ARMED CARJACKING;

[(xii)] (XIII)Assault with intent to commit any of these crimes; or

[(xiii)](XIV)Use of a handgun or other deadly weapon in the
commission or attempt to commit any crime.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 421.

This bill would establish Maryland's Building Performance Standards based on the
Building Officials and Code Administrators National Code.

Senate Bill 337, which was passed by the General Assembly and signed by me on May 11,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 421.
