responsibilities associated with those functions transferred by this Act shall continue in
effect under the Maryland Environmental Service until complete, withdrawn, canceled,
modified, or otherwise changed pursuant to law.

SECTION 9. 10. AND BE IT FURTHER ENACTED, That the terms of the
initial members of the Board of Directors of the Maryland Environmental Service shall
expire as follows:

(1)     One public sector member and one private sector member in 1994;

(2)     One public sector member and one private sector member in 1995; and

(3)     One public sector member in 1996.

SECTION 10. 11. AND BE IT FURTHER ENACTED, That Sections 1, 3,5,6,7,
8, and 9
4, 6, 7, 8, 9, and 10 of this Act. shall take effect July 1, 1993.

SECTION 11. 12. AND BE IT FURTHER ENACTED, That Section 2 of this Act
shall take effect January 1, 1995.                                                                

SECTION 12. 13. AND BE IT FURTHER ENACTED, That Section 4 5 of this
Act shall take effect June 1, 1993.

SECTION 14. AND BE IT FURTHER ENACTED, That Section 3 of this Act
shall take effect October 1,1993.

In accordance with Article. II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 30.

This bill would expand the circumstances under which an equity court may grant a
petition for visitation rights for a grandparent to be able visit their grandchild.

Senate Bill 612, which was passed by the General Assembly and signed by me on May 11,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 30.
