for Long-Term Care Program to provide long-term care services for enrollees;
providing for the administration of the Program; specifying the requirements to be
eligible for the Program; requiring the Insurance Commissioner to adopt standards
for a long term care insurance policy under the Program; providing minimum
qualification of a long-term care insurance policy; requiring the Commissioner to
undertake measures to educate the public concerning certain issues relating to the
Program; providing for the protection of assets in determining eligibility for medical
assistance; requiring the Commissioner to undertake measures to educate the public
concerning certain issues relating to the Program; requiring the Department of
Health and Mental Hygiene and the Insurance Commissioner to jointly adopt
regulations to carry out the provisions of this Act and to submit a certain report to
the General Assembly at a certain time; authorizing the subtraction of certain
premium payments from the federal adjusted gross income in determining Maryland
adjusted gross income; requiring the Department of Health and Mental Hygiene to
apply to the federal government for Medicaid waivers necessary to implement the
provisions of this Act; and generally relating to the establishment of the Maryland
Partnership for Long-Term Care Program.
