SECTION 2. AND BE IT FURTHER ENACTED, Notwithstanding the
provisions of any other law, including Section 1(3), Item 23.05.02(F) of Chapter 4 of the
Laws of Maryland, First Extraordinary Session, 1992, and Section 2 of Chapter 421 of the
Laws of Maryland, 1990,
it is the intent of the General Assembly that a the District Court
facility shall be located in the Dundalk area of Baltimore County facilities be located in the
Dundalk and Owings Mills areas of Baltimore County until June 30, 1997.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 187.

Senate Bill 187 would require the Motor Vehicle Administration (MVA) to provide road
crew driver's licensing services at the county seats of five specified Eastern Shore
Counties. These services were available before fiscal year 1992, but were eliminated as
part of the MVA's cost containment program for that year. The sponsor of Senate Bill 187
introduced similar legislation (Senate Bill 247) during the 1992 Session to compel the
MVA to reestablish these services, but I vetoed that legislation.

Road crews were necessary to provide adequate driver's licensing services to the residents
of the Eastern Shore before full-service branch offices were open. The MVA now has
three full-service branch offices on the Eastern Shore, located in Easton, Salisbury, and
Chesapeake City, as well as the nearby facility in Annapolis.

The Maryland Department of Transportation advises that the full-service branch offices
provide more than adequate service to the residents of the Eastern Shore, and in fact,
that the elimination of road crews has allowed for improved service because the branch
offices no longer have to close their driver services operation on the days that they staff
road crew locations. The greatest source of complaint directed to Eastern Shore branch
offices was that they did not offer driver services on the days that the road crews
operated.

The State of Maryland went through several very difficult fiscal years because of the
