(2) THE UNIVERSITY SHALL PRESENT CONTRACTS REQUIRING BOARD
OF PUBLIC WORKS' APPROVAL TO THE BOARD OF PUBLIC WORKS:

(F) (1) FOR ANY PUBLIC IMPROVEMENT PROJECT FUNDED SOLELY FROM
FUND'S OTHER THAN STATE GENERAL FUNDS OR THE PROCEEDS OF A GENERAL
OBLIGATION BOND LOAN, THE UNIVERSITY. IS RESPONSIBLE FOR PROCURING PUBLIC
IMPROVEMENT AND PUBLIC IMPROVEMENT-RELATED. SERVICES, FOR PLANNING, AND
FOR MANAGEMENT OF ALL ASPECTS OF THE PROJECT.

(2) ANY CONTRACT UNDER THIS SUBSECTION IS SUBJECT TO APPROVAL BY
THE BOARD OF PUBLIC WORKS.

(A) for purposes of this section, "college" means st. mary's college
of maryland.                                                                           

(B) (1) FOR ANY PUBLIC IMPROVEMENT PROJECT FUNDED SOLELY FROM

(2) ANY CONTRACT UNDER THIS SUBSECTION IS SUBJECT TO APPROVAL BY
THE BOARD OF PUBLIC WORKS.

(a) This section does not apply to capital expenditures by the Department of
Transportation or the Maryland Transportation Authority, in connection with State
roads, bridges; or highways.

(b)     Before execution, a contract for a capital expenditure other than in
connection with a State correctional facility, ST. MARY'S COLLEGE OF MARYLAND, OR A
THE UNIVERSITY OF MARYLAND SYSTEM FACILITY shall be:

(1) reviewed by the Secretary of General Services; and

(2) except as provided in § 12-203 of this subtitle and § 13-108 of this
article; after that review, approved by the Board.                                   

(c)     Before execution, a contract for a capital expenditure in connection with a
State correctional facility shall be:                                                                   

(i) reviewed by the Secretary of Public Safety and Correctional Services;
and

(2) except as provided in § 12-203 of this subtitle, after that review;
approved by the Board.

(D) BEFORE EXECUTION, A CONTRACT FOR A CAPITAL EXPENDITURE IN
CONNECTION WITH A THE UNIVERSITY OF MARYLAND SYSTEM FACILITY SHALL BE:
