SECTION 2. AND BE IT FURTHER ENACTED, That prior to the transfer of
approval authority to the Secretary of Health and Mental Hygiene over the use of the moneys
to fund the physician rehabilitation programs and peer review activities under § 14-402 of the
Health Occupations Article, the Legislative Auditor shall conduct a thorough and detailed
fiscal and performance audit of the prior use of these moneys.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1993.

AN ACT concerning
Vehicle Laws - Registration Plates - Issuance by Dealers
FOR the purpose of authorizing a licensed vehicle dealer to issue permanent registration
plates to the transferee of a vehicle if the dealer electronically transmits certain
required information to the Motor Vehicle Administration; authorizing a dealer to
charge a fee to cover the actual cost of the electronic information transmission
service; authorizing requiring the Administration to adopt certain regulations;
requiring a vehicle sales contract to contain a statement of any fee charged by a
dealer as authorized under this Act; clarifying language; and generally relating to
the issuance of permanent registration plates by licensed dealers.
