SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October July 1, 1993.

AN ACT concerning
Higher Education - Health Care Professionals - Student Financial Assistance
FOR the purpose of requiring the Comptroller to distribute to the State Scholarship
Administration and the General Fund, commencing with the Fiscal Year that begins
on July 1, 1994, certain fees received from the Physician Quality Assurance Board;
requiring that the Administration use the money to provide grants to educational
institutions under the Health Manpower Shortage Incentive Grant Program and to
provide debt repayment assistance, for physicians engaged in primary care and for
certain medical residents specializing in primary care, under the Loan Assistance
Repayment Program; providing that any portion of the money that is transferred to
the Administration for the programs may not revert to the General Fund of the
State but shall remain in the respective programs for future use; repealing certain
termination provisions; and generally relating to the provision of educational
assistance and funding under the Health Manpower Incentive Grant Program and
the Loan Assistance Repayment Program.
